They have to by law provide you with access if it is reasonbly possible and in this case it obviously is. All it requires is a metal ramp and in goes your bike mate. Ring em up and have a little word

All filled in and recobled now, i suppose i cant moan too much as i now have my very own street light, no more fumbling around in the dark trying to find all the key holes for the locks that keep toerags out of my garage.
